For ex: Getting a 330+ in GRE is anything but easy. = It means that 330+ is indeed a hard task.
The newspaper depicted the scholarship program as anything but unfair, but now it depicts the program as ____.
So at first, it was fair as per the newspaper but not it is unfair / biased.
