I dont agree with C E,
The word "Although" is a sentence shifter, so if they decry(publicly denounce) the education system....why would the parents mock them then?
the structure of the sentence doesn't make any sense....even the "many" and "few parents" don't seem to work
where was this question picked from? was it from a reliable source? or was it self made by somebody?

The introductory word Although sets up a contrast between the generally negative attitude of “many” (suggested by the verb decry, meaning to criticize openly) and the parents. Thus, few parents treat their child’s teachers with contempt or derision (scorn). None of the other choices is negative; they don’t provide the required contrast in the sentences
