Making pairs first -

Cadge & Mendicate (to beg for more food)
Exacerbate & provoke (to increase)
Satiate & Allay (to fulfill)

Clearly, the third pair fits the best into the blank.

Edit: Isn't it supposed to say Mendicant and not Mendicate?

Mendicant is noun the begging
Mendicate is verb to beg

The sentence says that even a colossal mean failed to _______ her massive appetite. So you're looking for words that mean fulfil or satisfy. Satiate and Allay are the only words that work in this context.
