A parallelism is suggested between the actions of the chess players and those of politicians by the idiomatic phrase "just as....so must".


Just as a chess player must know the position of each piece, and the ramifications of each move
so must the politicians know the choices at their disposal, and anticipate the consequences of their actions

at one's disposal= available for one to use whenever or however one wishes

So first blank wants to say: politicians have an awareness of choices and those are available when they want to use
