Re: The university tightened its purse strings on new hires, [#permalink]
I shortlisted B and C.

Then I assumed that C can not be the answer because it is mentioned new hires. Is my understanding correct?

A)quietus
B)sinecure
C)interregnum
D)potlatch
E)rota

Is there a way the answer could have been narrowed if I don't know any of these words?

You can think of it this way.

sine = without, none
cure = care

something that is without care... a non-performing task would be a sinecure
