The clue for first blank comes from word 'procrastination' , as this is what the president censured the committee for. Hence the suitable word is dilatory. For the second blank, the clue is that the committee did a scrupulous vetting of all candidates. Hence if it took extra care for vetting that means it did it deliberately with extra thought. Hence the word for second blank is deliberation.
