Sentence can be summarized As ambassador was not willing to appease his contentious, angry, words. It only helped to make members of committee angry the further.
So the best options are moderate and incensed.

Vituperative is already is a word on the harsher side so from the sentence --> Refusing to XXXXXX will tone down the stance. --> Option B
Usage of but indicate that the harsher side is further exacerbated --> Option F

Hence, BF is the Answer.
