when you see "only by failing to recognize" then it means what will follow actually contrasts with the blank. If the peace resembles to death (means this is contemptible) and you have "failed" to recognize this, then you must be (doing the opposite) encouraging or "applauding" this peace. Hence, applaud is the answer.
