Blank I: we want something that describes ethics since Bantham's topic is much less ________ than ethics. Esoteric is one way to describe Ethics; the other two blanks do not make sense when describing ethics or are illogical in the context of the sentence.

The second blank describes the view you would have from the center; panoramic makes the most sense. Finally, the third blank is contrasting with when the guards are looking elsewhere, thus scrutinized is the best match.
