You can predict that an oppressive regime would want to “stop” a group that wished to promote individual freedoms. Choice (C) stymie, which means “to hinder,” correctly matches this prediction. Eliminate (A) produce, which means “to make happen,” and (B) facilitate, which means “to enable,” since each is the opposite of the prediction. (D) elucidate, which means “to clarify,” and (E) redress, which means “to make right,” do not make sense in context.
