Sir, isn't safeguard the correct choice? Safeguard is synonymous with Prevent and Undermine sets a negative tone.

If you , as in the question, is suggested to use vPN for your privacy this means the the gov tries to undermine your privacy or to dismantle.

Safguard is the EXACT opposite of the meaning of the sentence. Therefore, A is wrong

My humble opinion is that the students often rely on the negative words, contrast as many tutors teach online disregarding completely the ENTIRE meaning f the sentence.

The only strategy that exists negative and positive........... :dontknow:

Okay sir. Should "Even as technology and even government initiatives.." be considered as the clue for a negative tone to form the sentence (I mean, similar to have we predict the tone with Although, even though..?)

From your reply, you show what is a common tract among many students: the lack of a robust and consistent knowledge of grammar

Even as is a conjunction. There is not a negative tone in the sentence whatsoever, sir

Here the sentence can be translated in the following manner

AT THE SAME time (even as) the gov tries to undermine our privacy on the internet i.e to spy us essentially, AT THE SAME time we have solid tools to counteract this and to fight back , for example VPN
