When you see a problem like this, make a table

forgive the crappy image, Im super new to this kind of stuff, the top table is supposed to be on the bottom
but we see here, if you just put the numbers where they belong, and place x anywhere on the table really, youll see that the
number of birds that are neither migratory or songbirds is 17+x, which means the minimum value is 17

A) Quantity A is greater.
B) Quantity B is greater.

Total birds = 60..
1) songbirds - 20, so NOT songbirds = 60 - 20 = 40.
2) Migratory - 23, so NOT Migratory = 60 - 23 = 37.

A = birds that are neither migratory nor songbirds
Maximum is when all NOT migratory are NOT songbirds, so 37
Minimum is when none of migratory are songbirds, so 60 - 20 - 23 = 60 - 43 = 17
Thus A>B
