Yes, x can equal -6 or -3.
Keep in mind what we're comparing.

If you replace x (in both quantities) with -6 or -3, you'll find that Quantity A is greater each time.

We cannot subtract like that, if x<0. So the x should be defined as x>=0

From how I solved it...

Quant A: 2x2−72x−6=2(x2−36)x−6=2(x+6)(x−6)x−6=2(x+6)

Quant B: 2x2−18x−3=2(x2−9)x−3=2(x+3)(x−3)x−3=2(x+3)

but x = 2, since given x≠3, x≠6. Inputting x = 2 in QA & QB you'll get QA = 2(2+6) = 16, QB = 2(2+3) = 10. Thus QA is greater for all values of X ≠3,≠6.
