If all 200 employees are marketers, then that means 0 employees are programmers.

If 0 employees are programmers, then it makes no sense to say that "20% of the programmers own pets"
So, the number of programmers cannot equal 0

The problem says 23% of marketers own pets. Whenever, % sign is used, replace this with 1/100.

Hence, 23% of marketers = 23* (1/100). Can we simplify 23/100 any further? No

Therefore, the minimum number of marketers must be 100 for 23 of them to own pets.

Also, there cannot be 200 marketers, because there will be no programmers then.

There cannot be 120 or any other number of marketers except for 100 too, since 23% is the pet owners constraint on whole number of marketers.

Marketers=100 and Programmers=100

23% of marketers=23
20% of programmers=20

20+23=43 and answer is C
