Let Q = the angle beside the angle measuring y°
Since all angles in a triangle add to 180°, we can write: x + y + Q + 70 = 180
Subtract 70 from both sides: x + y + Q = 110
Subtract Q from both sides: x + y = 110 - Q
Since angle Q has some POSITIVE value, we can conclude that x + y = some number less than 110
So, we get:
Quantity A: some number less than 110
Quantity B: 110
Answer: B

I solved this a bit differently, but still got the same answer.
Recall the rule that an external angle of a triangle is equal to the sum of the opposite internal angles.
With this in mind, x + y would equal the measurement of the angle adjacent to the angle of 70*.
Since a triangle is 180 degrees, if x + y equaled 110, then the sum of the 2 angles would equal 180 and thus would not constitute a proper triangle.
Therefore, x + y must be less than 110. B is the correct answer.
