no. "lengths of chords", means a line connecting two points within circle and it does not mean a curved one.

let us say each chord passes through center which it the longest possible value for any chord inside a circle
so the sum of the lengths is 3*D ,D is diameter
the circumference is equal to phi * D
phi>3
so the answer is always A
