Thus, we can think of two scenarios. First, the real number of men and women at the beginning of july was 9 and 20, then 2 men and 2 women join. thus, ratio would be 11/22=1/2.
Yet, we can think that the real number of men and women at the beginning of july was 18 and 40, then 2 men and 2 women join. thus, ratio would be 20/42<1/2.
