You can tell the answer to this question without solving using the concept of Outliers.
Median are not as sensitive to outlier compared to mean.

From the question, we can tell that more of the data points are skewed to the right. The mean must therefore be less than the median(20).

Less than the median can be: 19,18,17 etc.
