But if PQ > R, wouldn't that mean that it's going to be a fraction bigger than 1?

Say PQ = 4, R = 3, then PQ/R = 4/3 which is bigger than 1, and it wouldn't meet the inequality of 0 < (PQ/R) < 1

The value for PQ in your example is positive, which is why it doesn't meet the inequality of 0 < PQ/R < 1. When you know that both are negative, and PQ/R is less than 1, R must be some number that is MORE negative than PQ. But when a number is MORE negative, it becomes further LESS than.
