I am not able to get the answer for this one.
Here is what I did =>
15 minutes => 200 pounds => It must remove 800 pounds every hour.
Now it stopped "Between" 3 PM and 4PM so the weight removed must be between 800*3 to 800*4 => (2400,3200)
As the question says between => 2400 and 3200 are not possible either.
Hence only answer that would suffice is C.
Am I missing something ?

Hi,
in this kind of question not work upfront, but with reverse engineering, I.E. go with logic and POE.
Now we do know that the elevator moves for 3 hours, so we do have 800 pounds for 3 = 2400. So B is correct quite straight.
Now the question tells you that the elevator itself could stop at ANY minutes between 3.00 and 4.00. It could be 3.01 or 4.00, 4.01 is clearly excluded.
Working on the extremes, 3600 is not possible because is over the time we do have allotted.
Now, considering it stops at 4.00 you do have 800 extra pounds 2400+800=3200. From this, all values between 2400 and 3200 (the two extremes) ar possible, without any such calculation.
Only A and F are wrong. the others are right.
No, this is not stated in the stimulus.
Hope now is clear.
