After using the simultaneous equations I found out the split of hair bands and clips to be 8 and 10 respectively when the average price is 56.
Then I just used the options and calculated to get the required average of 52.
Is there a faster way to get to the answer without looking at the answer choices

2 * clip_price + 8 * band_price
= 2 * 40 cent + 8 * 60 cent
= 80 cent + 480 cent
= 560 cent
Avg price 56 cent per item
4 * clip_price + 6 * band_price
= 4 * 40 cent + 6 * 60 cent
= 160 cent + 360 cent
= 520 cent
Avg price 52 cent per item.
So she need to put down = 8 - 6 = 2 bands (Answer is B).
