Since the answer choices are quite spread apart, we can make our calculations much easier by using 8% in our calculations (rather than waste time using 8.25%)
8% of $80 = (8/100)(80) = 640/100 = $6.40
So the total cost (including tax) ≈ $80 + $6.40 ≈ $86.40
So the change we'll receive back ≈ $100 - $86.40 ≈ $13.60
Since answer choice C is the closest answer, it must be correct.
