This is a maximize/minimize question.
The minimum number of moves would be to use the maximum number of spaces per move the maximum number of times. As soon as we have too few spaces to make this maximum number, we can decrease it accordingly.
We can use the 4 five times to get 4(5) = 20, then we can use 3 (one more move) to achieve 23. That is six total moves.
Put another way, our moves are 4, 4, 4, 4, 4, 3 for six total moves.
The answer is C.
