Let's say each child receives X. That means the total amount is 4X.
Call them A, B, C, and D in order of age (counting down).
D is the one people keep giving candy to, the lucky little child.
A gives (1/2)X to D.
One of the others (B or C; doesn't matter which) gives (1/4)X to D.
D started with X, then receives (1/2)X + (1/4)X or (3/4)X. That is, her amount of candy is now X + (3/4)X = (7/4)X
The fraction this describes as a function of the total is D/total = (7/4)X/(4X) = 7/16. Answer E.
