The diameter is between (-1, -2) and (3, -2). This means the diameter is 4, so the radius is 2. This highest point of the circle that would potentially intersect with the coordinate axis, is the radius that is straight up at 90 degrees from the diameter.
The middle of (-1, -2) and (3, -2) is the center at (1, -2). Since the radius is 2, the highest point of the circle would be (1,0). This touches the axis at one point. Since every other point to the left of this highest point is lower than than (1,0), the circle touches the y-axis 2 more times.
