Any buyer of a new sports car has to pick between 2 of 5 options for seat colors and 3 of 4 options for dashboard accessories. How many different combinations of colors and dashboard options are available to this buyer?

This is a combination problem. Question explicity states this so it reduces our work to figure out whether the problem is a permutation or a combination.
Now for \(2\) of \(5\) option for seat color gives \(5c2 = 10\)
for \(3\) of \(4\) option for dashboard accessories gives \(4c3 = 4\)
The mention of and in the question between seat color and dashboard acessories means the ans should be
\(10* 4\) rather than \(10 +4\) so \(10*4 = 40\)
option D

Break it into stages. In the first stage 5C2 and in the second stage 4C3. Order does not matter, so 10 * 4 = 40
