This is not a GRE style question, in my opinion, because the official questions are made to test your reasoning skills and not just the usage of the calc.
Nonetheless, the question is asking you to divide 4,500,000,000 by 1,750,000 or \(\frac{4.5 \times 10^9}{1.75\times 10^6}\)
Basically the fraction boils down to \(\frac{4.5}{1.75} = \frac{45}{17.5} \approx \frac{45}{18} \approx 2,5\)
The answer is D
