12+13 =

NE = No Enrolled =
16+19=
35

"If x percent more 9th grade students at Millbrook High School are not enrolled in Spanish than are enrolled in Spanish" means

(x/100)E+E =NE
(x/100)25+25=35
(x/100)25 =10
x/4 = 10
x = 40

NE = No Enrolled =
16+19=
35

Here, (NE-E)*100/E = x
or, (35-25)*100/25 =x
or, x = 10*4= 40

Answer: (D). 40.

this question is merely about the percent change between students enrolled in Spanish and students not enrolled in Spanish.

Therefore, total students enrolled = 12+13=25
and total students not enrolled = 19+16=35
and the percent change between the two groups are 35/25=1.40
answer is D
