The question is

There are more homes being built for the $30,000 to $40,000 income demographic than for any other demographic.

The answer is yes and NO

because if the graph would stop at the black oval the answer would be yes

But also we do have the red oval so the answer is no. We cannot say.

So actually we cannot say for sure
