I don't know if I am correct here or not but, I am assuming that the apparent temperature remains same for every 10F change in Actual temperature!

-10 to 0 = 15F change
0 to 10 = 16F change
10 to 20 = 15F change
20 to 30 = 16F change

So, approximately a change of 15F
Hence, option D?
