The dots represent values at the end of each year. So we have to calculate 2007, 2008, and 2009 percentage changes.
Let 100 be company X's values at the start of 2007
For 2007 there is no change, so 100
For 2008, 4 percent reduction, so 100-100(0.04)=96
For 2009, 1 percent reduction, so 96-96(0.01)=95.04
Now the percent decrease formula from start of 2007-2009: [old value-new value][/old value]x100
Old value=100
New value=95.04
Replace in the formula you get -4.96, negative for decrease. Option C.
