I interpret the question in this way

what is the % of the profits when they are > of the sales. The only value we have is in the upper zone of the graph. the last two dots

we also need to equalize thousands with millions but the same calculation could be performed in the other way

Or the profits are 1.8 and the sales are 1.6

Or the profits are 4.5 and the sales 4.

regardless the mark up is 0.125 which is over a full % (100) 0.25

B is the answer in my view but the wording is not the best
