The third draft of Environmental Act passed in the early 1970s cemented the concept of “endangered species” of wildlife as fundamental part of natural ecosystem from a policy standpoint. The ubiquitous approval of this act by the United States Congress, indicative of the rising national sentiment of environmentalism, camouflaged an acrid debate. Businesses affected by the policy change argued for the former policy, in which species were valued individually according to their economic usefulness. They struggled to limit the influence of the law by trimming the definition on key terms; however, they were unsuccessful almost on every issue. The act defined wildlife as all kinds of animals from plants to large mammals and invertebrates. Endangering wildlife was broadly defined as any enterprise that may jeopardize an endangered species; certain areas that a fundamental for a species’ survival could be protected by the government as ‘critical habitats’. It was through these very definitions that the government legislated strongly and for sustainable environment goals. Political compromises that were made in enforcement of the act helped to determine what economic interests were sacrificed for the sake of ecological stabilization.

my query here is: I chose option B but there is "ever" word and as per the RC technique keywords like ever, most, best etc are too extreme and those can be eliminated. I applied the same logic here. Please correct my understanding.

I suppose, "ever" is not an extreme word in this context. "ever growing" is akin to "growing" and is analogous to "rising".
