The answer is in the last sentence:

The translation by the administrators of theory into prescribed practice must, therefore, be flawed.

It says that the translation is failing (flawed), so the argument is supposing the research itself is not the cause of "the less learning". So the argument is supposing the answer is B: The educational research on which the standardized teaching programs are based is [/b]sound[/b] (or correct).

the answer is d
this is because the argument didn't take into the account the way that the teachers will going to implement this theory and assume it has no effect on the result .
