One approach is to assign a nice/easy value to b and evaluate the expression.
How about b = 1
We get: (3^1 + 3^0)/(3^2 - 3^1)
Evaluate each power to get: (3 + 1)/(9 - 3)
Evaluate again: 4/6
Simplify: 1/3
Answer: E

\(\frac{3^b + 3^{b-1}}{3^{b+1}-3^b}\) = \(\frac{3^{b-1 + 1} + 3^{b-1}}{3^b*3^1-3^b}\) = \(\frac{3^{b-1}*3^1 + 3^{b-1}}{3^b*(3-1)}\)
= \(\frac{3^{b-1}*(3+1)}{3^b*(3-1)}\) = \(\frac{3^{b-1}*4}{3^{b-1}*3*2}\) = \(\frac{2}{3}\)
So, Answer will be E
