\(\frac{2^{(x-y)}}{2^{(x+y)}}=2^{(x-y)-(x+y)}=2^{x-y-x-y}=2^{-2y}=2^{2(-y)}=4^{-y}\)
Also just take any value of x and y, say x is 2 and y is 1..
\(\frac{2^{(x-y)}}{2^{(x+y)}}=\frac{2^{(2-1)}}{2^{(2+1)}}=\frac{2^1}{2^3}=\frac{1}{4}=4^{-1}=4^{-y}\) as y=1
