Hi Carcass the explanation makes sense, but in the graph there is no origin since it starts at 120 on the Y axis.
If you extend the Y axis further down to 0, you might see that the slope of 1994 is not the lowest anymore

But we cannot assume this.

Even if you make the ratio # of students / # of classes and you calculate the average of students per classes 94 is the highest


120/4.5 (not reliable half class though, but for the sake we divided by this) = 26.6 which is also not possible. a student is a whole number so should be 27
