The two words can be similar but indeed they are not

Any number of narrative elements with symbolic import can be (ii)________ motifs

The clue that tells us classified and whether or not can be x,y, or z

why is the answer to the first blank "identical to" and not "similar to"?

X and Y are identical. However, they differ somewhat

If the word was "similar " to, implicitly they already differed somewhat and we would not have the highlighted portion at the end of the sentence
