"While" is used as a conjunction to contrast the two halves of the sentence. This hints that we're looking for an antonym of causing "welcome effects", i.e., one that has a positive tone and is good for the "growth of crops".
(A) conducive means making an outcome likely or possible, so it could work.
(B) hindered means delaying or obstructing, so it wouldn't be good for growth.
(C) devastating means very destructive, so it also wouldn't be good for growth.
(D) deleterious means causing harm or damage, so it also wouldn't be good for growth.
(E) essential means necessary or important, so it could work.
(F) indispensable also means necessary or required, so it could work.
Since essential & indispensable are closer synonyms than conducive & essential or conducive & indispensable are, E & F are the answers.
