There is a good chance I will want to withdraw an application I've made within a week of submitting it. I am not seeing any information on the program's website about whether withdrawing an application is possible. This is for a master's program at Georgetown, fyi. Is it safe to assume I should be able to withdraw even if that's not explicitly mentioned anywhere?

I could give you all the explanation for why I want to submit even though there is a good chance I withdraw (rather than just not applying), but it's long and the reason is not really relevant.
