From " 30 percent of $x$ is $y$ ":
$$
\(0.30 x=y \Rightarrow \frac{x}{y}=\frac{x}{0.30 x}=\frac{1}{0.30}=\frac{10}{3} \approx 3.33\) .
$$
Thus $\(\frac{x}{y}>3\)$, so Quantity A is greater than Quantity B .
$$
