Shouldn't the answer be "D", anything raised to 0 is 1 (integer) , for the previous ones; A, B & C, if y is a fraction then the result would not be an integer. correct me if I'm wrong

You are right but the question as it is formulated cannot be ABC and D as answer.
The only way is
1) the question stem must say that y is an integer
or better
2) one of the following must be positive
I edited accordingly
