Start with the given information: we're told that 11x + 3 = 42, so 11x = 39. I'm leaving it this way because of the phrasing of A and B.
Regardless of whether x is positive or negative, in any case 11x + 3 will be larger than 11x - 3. We are simply adding 3 to a given number versus subtracting 3 from that number. Adding by definition makes something greater, whereas subtraction by definition makes something lesser.
The answer is A.
