As for the statements by some above, you absolutely can have a % or a fraction of a negative number. First of all, the problems in the GRE do not have to be based on integers or positive numbers unless stated directly or implied by the practicalities of a word problem (e.g. # of employees in a company won't be negative). But just to help those who would rather think of it more concretely regardless of GRE wording, for an example of when you might see this in a real-world setting, when talking about money, money going out of an account is often written as -$50 and money coming in as +$50. And you could take a % or fraction of either of these values. Hope this helps!
