A quick approach is to test a few values.
For example, 130 is 10% of 1300
Since 6.5 is less than 130, we know the correct answer must be less than 10%
Eliminate D and E
Also, 13 is 1% of 1300
Since 6.5 is less than 13, we know the correct answer must be less than 1%
Eliminate B and C
Answer: A

of -> multiply
6.5 = (p/100)(1,300)
Divide both sides by 1,300:
6.5/1,300 = p/100
Multiply both sides by 100:

0.5% = p
