In this sentence, we have opinions that "cannot be expressed candidly," and so must be expressed through "double meanings" or by "other implicit methods." Thus, a good filler would be "hinted at."
(A) CORRECT. Intimated means "implied or hinted at." Don't confuse this with intimidated!
(B) Extrapolated, meaning "inferred or estimated from known information" is not the right meaning for our blank. This could be tempting, as someone on the recieving end of something intimated would possibly need to extrapolate in order to infer meaning.
(C) Avowed means "declared or stated assuredly," which is too strong for our blank.
(D) Whispered could be tempting, but whispering does not necessarily imply "hinting at" something. You could certainly express opinions openly and candidly through whispering.
(E) Confabulated means "made up through fabrications." This is not the correct meaning for "hinted at.
