Let's say that the population of Mitannia is 1000 in 1980.

in 1990 - 6% increase
So population in 1990 - 1060

1990-2000 - decreased by 3%
So population in 2000 - 1060*\(\frac{97}{100}\) = 1028.2

So from 1980-2000
the population becomes 1000 to 1028.2(1028)

Hence 2.82% increase
