I can always picture the kind of example that would be helpful, but for some topics I simply know too little to provide something real and specific. Is it okay to give false examples in these essays? For instance, for a prompt concerning whether the government should fund art that the general population finds distasteful, would it be acceptable to invent the name of an artist and something controversial they might have painted and how it ended up being meaningful? Or would this not be given credit by scorers?

Its a bit difficult call to make. While it is true you are judged based on the quality of your essay rather than veracity of your examples, I do not know how a highly outlandish example might be taken. I could recommend that you take a look at some of the sample responses for some of the essay topics that might help.
As far as I understand unless your examples are too ridiculous you will be fine.
