The question says that
all except 18 are over 50 years of age => 18 people are below 50 years.
The next line says that 15 people are under 50 years of age.
So, what about the rest 3? Cannot determine the total number of people just from these two figures as we have no idea about people above 50 years of age.
And the 3 people that are overlapping in the age bracket below 50 years of age.
