The only portion of the passage where we have any form of criticism is the below:
"It has sometimes been charged that ragtime is mechanical"
So lets look at what follows that:
For instance, Wilfred Mellers comments, "rags 'were transferred to the pianola roll and, even if not played by a machine, should be played like a machine, with meticulous precision." However, there is no reason to assume that ragtime is inherently mechanical simply because commercial manufacturers applied a mechanical recording method to ragtime, the only way to record pianos at that date.

focus on "at that date"

So we can infer, criticism of Ragtime being "mechanical" was rooted in the way Ragtime was produced "at that time"

This option (A) the way ragtime music was first recorded - makes sense

- matches .. how ? hints "disciplined" "based on folk-dance", if these are not enough (which they should be) just imagine a ballet performer and the "precision" with which they perform

(E) A painting whose abstract shapes evoke familiar objects in a natural landscape
- - not matching with the expected characteristic, in fact out-of-scope

For question 23: we have to look for the correct source and the artistic characteristics with that of rags.
the battle is between B,D
and if we go by the source we can say that there source lies in the folk music and dance so D.
